* Makefile.am: Add generation of fipscheck.spec from .in
* configure.ac: Version 1.1.0

* fipscheck.spec.in: Add generation of the checksums in
__spec_install_post.
* src/Makefile.am: Link fipscheck with libfipscheck. Increment
minor libfipscheck version (new public functions).
* src/filehmac.c (compute_file_hmac): Switch to fips mode only
when requested.
* src/filehmac.h (compute_file_hmac): Add force_fips parameter.
* src/fipscheck.c (verify_hmac): New function. Request FIPS mode.
(main): Call verify_hmac() on libfipscheck, fipscheck itself, and
the path from argument.
* src/fipcheck.h: Add the auxiliary functions.
* src/fipshmac.c (main): Do not request FIPS mode.
* src/library.c: Rename get_library_path() and get_binary_path() and
make them public. Add FIPSCHECK_kernel_fips_mode() function.
